The steps in the driver will vary depending on the operating system of your computer. However, in general, in the driver the paper size should be the actual paper size that is in the printer.
If Mac, choose the Layout Option and select the Layout direction. This is built into OSX for all printers.
If Windows, go into printer preference and choose the 4-up option.
These settings should put 4 pages onto your one 13x19 sheet. The user manual installed on your computer will have illustrations of the settings needed. Or tech support at 562-276-4382 can give you a walk through as the exact steps may vary.

I do not want to scan on the glass. I need to be able to scan using the feeder, and the largest size paper I deal with is 11 x 17. I have been unable to find an all-in-one with this capability.

Yes, you can scan or copy 11x17 using the ADF. Keep in mind the ADF is for plain paper only as it makes a sharp curve and will not work if you have photo's or other heavy matte paper.

If for the scanner, you would simply load the paper into the ADF on the top of the scanner or put on the glass itself.
If this is for printing, you would put in the cassette. There are illustrations in the start here guide or reference manual that can show you how to insert paper up to 13x19.

This is usually cause by an incorrect quality setting. In the Epson Driver, be sure Quality setting is set to quality or image depending on the type and model of computer you have. In the reference manual that should be installed on your computer, there are image quality illustrations showing horizontal lines and other types of distortion.

Most printers may not "see" a transparency. you may need to trim the transparent material a small amount #1/8" works for me - all around#. Next take the transparent material and tape it to a compatibly sized white sheet of paper. The transparent item#now roughly 8 1/4" x 10 3/4"# would be taped to a "carrier" white sheet of 8 1/2" x 11" #if using regular tape# or can be sandwiched top to bottom using double sided tape#or folded over and under using blue painter's tape# without trimming the transparency. ONLY print one combination sheet at a time. Be careful loading the printer - a mis-feed will jam. If using thick materials your printer may also jam due to the paper path#you might scrape the print heads#, or to the throat height in the printers paper path#this varies from as little as 0.4mm to 1.5mm - some high end printers allow this height to be manually adjusted#. There's more, but that concerns more fragile materials and is outside the scope of this answer.

In addition to the question on a bypass door - What is the thickest material I can use?
My old printer allowed me to print on 1mm aluminum sheet - Grand for making almost instant signs(you overcoat finished product with a polyureathane spray for durability). Clear plastic was easy too, but required a carrier white sheet so the printer would recognize the paper. The thinnest material my old printer would print was facial tissue(with a white carrier sheet). Can this Machine do the same.

No, this model only has the one cassette tray. For your application, you would definitely want to verify the printer will print on aluminum before purchasing as there is a paper path and also ink to consider when printing on metal.

While you can manually scan or copy both sides of any size document, auto duplex is limited to letter size. For a larger size to be auto-duplexed the duplexor itself would need to be much bigger to flip and curl the paper.
Currently we do not have any auto-duplexing models other than letter/A4 size.

MIght try a different Twain based scanner software package on your PC . Fortunately, on my Mac I was able to scan in 11x 17 images via Image Capture, the Apple capture software on the Mac as it is well integrated with WF7520 using OSX.
